China Scholarship Council implements the Youth of Excellence Scheme of China Program.Xi'an Jiaotong University’s the Youth of Excellence Scheme of China Programinformationfor International Students is as follows:

The educational system of this program is “1+1” training method. In the first academic year, students completefull-time basic course study and thesis proposalat Xi’an Jiaotong University. In the second academic year, students return to their home country to combine one’s practical work and improve their thesis and participate in the mid-term assessment online. After completing the thesis, students will return to the university to participate in the thesis defense according to the time required by the school, and those who pass the thesis defense will be awarded a master's degree.

I. Eligibility

1. An applicant must be a citizen of a country other than the People’s Republic of China, and be under the age of 45 in good health both mentally and physically.

2. An applicant must have a bachelor's degree or higher degree and at least three years of work experience. Those with professional training or work experience related to the proposed program will be given preference.

3. An applicant must fall into one of the following four categories:

① A government official at the division chief level (or equivalent level) or above;

② A senior manager of an institution or enterprise;

③ An administrator of a university or scientific research institution;

④ Those who have relevant employment or internship experience in international organizations.

4. The pre-admission letter given byXi'an Jiaotong University must contain all of the necessary information of registration,such as personal information, the admission date and major's information. It cannot contain any information about having received or promised to receive Chinese government scholarships.

II. Application Procedures

1. XJTU Pre-admission Letter Application

① Applicants should Log in XJTU online application systembeforeFebruary 28, 2026 (Beijing Time). Create an application account. Select “CSC-Youth of Excellence Scheme of China Program”under master program. Fill inpersonal information and upload application documents according to the system prompt.

② After submitting your application, the university will send notes to your registered email through the application system. Please check for further updates regularly.

③ The university will issue Pre-admission Letter via email if you pass the review.

*Notes:

① Applicants do not need to pay the application fee to XJTU.

② Online application is the only way to submit the application to XJTU. Hard copies are unacceptable.

③ The application deadline for the pre-admission letter is February 28, 2026(GMT+8)

2. Online Application on CSC System

Applicants should log on to the Chinese Government Scholarship System for online application (http:// studyinchina.csc.edu.cn/#/login) and submit application materials before March 31st, 2026(GMT+8). Applicants should have received a pre-admission letter from Xi’an Jiaotong University whenthey apply.

When applying online,pleasechoose "Type A" for "Scholarship Type". The agency code is1563, and applicants need tochoose"Youth of Excellence Scheme of China".

Ⅲ. Assessment andEnrollment

1.The application materials will undergo a preliminary examination by the China Scholarship Council.

2.China Scholarship Council will arrange a second examination by a panel of experts. The final enrollment results will be announced after expert review,generallyinJune.

3. Students arrive in China on Septemberto complete the registrationprocedures after getting the study visa done.
